Every penalty on the ladder is priced to stop a specific behaviour - the mute closes channels, the score penalty taxes the objective, the suspension removes the account, and the ban ends it.
The chat mute is the cheapest action: 10 minutes to 24 hours in mainstream titles. Because a mute only blocks text, platforms attach a voice restriction in the same action, so one punishment for a slur or a wall of text closes both channels at once.
The score and XP penalty is the griefer's tax: 0-5% of a normal match score and 50-100% of the match XP for destroying objectives, keep-bushing spawns or denying kills. In objective modes this deters more than the mute, because it costs the account the reward it queued for.
The suspension ladder runs 1-7 days for a first upheld offence after a warning, then 30-365 days for repeats. The rung is set less by one match's severity than by the count of prior upheld reports on the record - the first offence is always the cheapest one.

The permanent ban removes the account. It is the fourth rung, not the first, and it carries an appeal window of 7-14 days - the reported player's last lever, and yours if you are watching a case that should have landed.
Underneath the visible ladder sits the hidden role: after 2-5 reports from different players the account's chat stops rendering for everyone else, and it is restored after 7-30 clean days. It is not a ban, but it is often the reason a reported troll goes quiet before any suspension shows.
If the account returns as an alt, the linkage signals - hardware ID, payment method, IP subnet, friends list, settings - do the connecting, and the reporting procedure on /how-to-report-a-troll applies to the new account exactly as it did to the old one.
